Satoshi's entire story has been finished along with Higurashi Kai, the only thing that was left unknown is if he could be able to come back to the gang and maybe he did before Satoko loops. Satoko's looping is causing a lot of inconsistencies and while Satoshi has to go through what he's been through no matter the fragment, the story won't be able to keep the impact he had on it as the story is evolving itself and isn't the same as the original anymore. The other thing is the Hinamizawa Syndrome, we don't know how it currently works in the story of Gou aside from Satoko having an impact on its victims and if Satoko was capable of being completely cured, Satoshi should have been cured as well. And to some extent, Teppei remembering his mistakes and not being abusive anymore also has an impact on Satoshi's existence because Satoko does not "need him" anymore. Even her acting like a Nee-Nee to Satoko is highly motivated by her remembering the promise she made to Satoshi. I'm thinking the lack of presence of Satoshi is on purpose and it leads to the lack of presence of Shion, because believe it or not, Satoshi's existence has a lot of impact on Shion and her actions. Not only that, but Satoko seems to have moved on from Satoshi and taken her focus out of him now that she focuses on Rika, which would also explain why she's seemingly so attached to Keiichi too Instead seemingly chiller than usual about him and even getting closer to Keiichi. Not only that but Satoshi's importance is also gone in Gou as Keiichi does not make Mion cry by giving her the doll and prevents Shion from going bat shit crazy over avenging Satoshi. The third arc also misses Satoshi's importance into it, Keiichi in the OG finishes the job Satoshi started but since Keiichi remembers that sin, he no longer connects to Satoshi with that sin and actually makes Satoko happy and succeeded ( just like in Kai ) except this time, Satoko is aware of it on the long term as she remembers that loop even in the next fragment.

I think it's safe to keep in mind Shion is oddly missing in Higurashi Gou, and while she wasn't necessarily "there" that much in the OG unless the arc was focused around her, it's still weird this time around she actually feels absent
